Quick answer

What is Overseas Business Development (OBD) under the MRA grant? OBD is the MRA pillar that funds building your commercial network in a new market — up to 70% of eligible costs, capped at S$50,000 per market. It covers three activity types: identification of potential overseas partners (research plus one-to-one business matching), Overseas Marketing Presence (stationing your own full-time BD employee in-market for 6–12 months) and in-market business development (outsourced BD services). Indoscale delivers all three for Indonesia.

Our OBD services

Three ways to build business development in Indonesia

Every service below is built directly from the MRA supportable activities (updated 1 April 2026) — so what we deliver is what you can claim.

Service 01

Partner Identification & Business Matching

We research, profile and shortlist Indonesian distributors, agents, licensees, franchisees, suppliers, JV partners and logistics providers — then put you in the room with them.

  • Researched partner list with business profiles, registered addresses, product lines and a written suitability rationale per company
  • Assessment of operational stability, market reputation and industry standing
  • Scheduled one-to-one meetings at partners' business premises, with your direct participation
  • Detailed Notes of Meetings (NOMs): date, venue, attendees, outcomes, photos and business cards
  • Summary report of partnership opportunities and agreed next steps

Note: group matching sessions and vendor sourcing are not MRA-supportable — we structure the programme accordingly.

Service 02

In-market Business Development (Outsourced)

Our Jakarta team becomes your business development arm in Indonesia — reaching out, following up and opening doors while you run your business at home.

  • Market research report on entry potential and opportunities
  • Structured outreach to new business leads: retailers, chains, marketplaces, institutional buyers
  • Recruitment and/or preparation of local in-market BD personnel
  • Market-entry strategy review, including advice on entity set-up
  • Progress reports, meeting records, leads generated and measurable milestones — claim-ready

Project duration: 3–12 months, per your Letter of Offer.

Service 03

Overseas Marketing Presence (OMP) Support

Ready to commit a person to the market? MRA supports the basic salary and office rental of your full-time BD employee stationed in Indonesia for 6–12 months. We make the deployment work.

  • Structuring the role to MRA rules: full-time, BD-dedicated, stationed in-market
  • Office space sourcing (business premises, lease-compliant)
  • Work authorisation and residency documentation guidance
  • Onboarding into our Jakarta network: importers, channels, agencies, retailers
  • Progress reporting framework: meetings, leads, partnerships, milestones

Support level: up to 70% for local hires, 50% for foreign staff. Remote working and concurrent roles are not supportable.

Why it works

Warm introductions beat cold emails — in any language

Indonesian commerce runs on relationships. Distributors take Singapore brands seriously when someone credible, local and fluent makes the introduction, sits in the meeting and follows up the next morning.

  • Our Jakarta team maintains an active network of importers, distributors and channel operators across beauty, wellness, F&B and consumer goods
  • Bahasa Indonesia negotiation support in every meeting
  • Candidates screened before you fly: entity checks, licences, reputation
  • Follow-up managed until actions close — assign → evidence → follow up → escalate → close

And because Enterprise Singapore requires one-to-one, in-person meetings with detailed documentation, our meeting discipline doesn't just win you partners — it protects your claim.

FAQ

Business development, answered

What does the MRA Overseas Business Development pillar cover?

Three activity types, capped at S$50,000 per new market: identification of potential overseas partners (partner research and one-to-one business matching), Overseas Marketing Presence (a full-time BD employee stationed in-market for 6–12 months, with salary and office rental supported) and In-market Business Development (outsourced BD services).

How does Indoscale find distributors in Indonesia?

Our Jakarta team researches and profiles candidate distributors, agents, licensees and logistics providers, screens them for operational stability and reputation, then arranges one-to-one meetings at their business premises with detailed Notes of Meetings — the format Enterprise Singapore expects for MRA claims.

Can the MRA grant pay for my BD staff in Indonesia?

Yes — under Overseas Marketing Presence, MRA supports the basic salary and office rental of a full-time BD employee stationed in Indonesia for 6 to 12 months, at up to 70% for local hires or 50% for foreign staff. Conditions apply: continuous physical presence in-market, no concurrent roles, no remote work, and the staff must not hold shares or directorships in your company.

Can I run Overseas Marketing Presence and In-market BD at the same time?

No. Enterprise Singapore does not allow concurrent Overseas Marketing Presence and In-market Business Development applications for the same market. In your discovery session we'll help you pick the structure that fits your stage, then sequence the other later if needed.
